Tips on Reading Bargaining Unit Salary Charts
Over 90% of employees are Bargaining Unit members
- Each bargaining unit has a separate salary chart. Confidential employees are paid at the equivalent job grade in the Bargaining Unit Salary Chart.
- Each position covered by a collective bargaining agreement in the Executive Department is assigned to a Bargaining Unit and classified as a specific job grade (numerical).
- Each job grade is represented on the salary schedule showing a salary rate for each "step". Usually , employees start at step 1.
- Bargaining Unit employees advance to the next step each year on their anniversary date, as long as they have not reached the maximum step and their performance "Meets Expectations."
- If a collective bargaining agreement includes an across-the-board (ATB) increase to the salary charts, all employees in that Bargaining Unit will receive that increase as long as their performance meets expectations.
- An employee with a "Below Expectations" performance review rating cannot receive an ATB or step increase until their performance "Meets Expectations."
If you aren't sure what bargaining unit or job grade your title falls under, please refer to the Job Code List.
Ask your agency Human Resources Office if you need help understanding the salary chart.

Understanding Management Pay
About 5% of all employees are Managers
How is pay for Managers determined?
There are 12 levels or grades of Managers (M1-M12) and each has an associated annual salary band.
Each salary band is broken into levels.
Managers receive a salary within that band.
When can a manager receive a salary increase?
There are several ways a manager may receive a pay increase:
- Merit pay program (pay-for-performance)
- Across-the-board increase for managers
- Reclassification of current job to a higher grade (reallocation)
- Promotion to a new role of a higher job grade.
Check with your agency Human Resources Office if you need help with a salary chart
