Designated Agency Support Team (per EOHHS ODEIA, 2026-05-06): MassAbility separates ADA-case work from DEIA-program work across two roles. For an RA filing, contact Stacy Hart. For agency equity strategy or ERGs, contact Robert Arnau.

Why two roles
Per EOHHS ODEIA standardization, MassAbility separates the ADA Coordinator (case-level: individual RA requests, medical-documentation review, the interactive process) from the DEIA Manager (program-level: agency equity strategy, inclusion programs, ERGs). For an RA filing, route to Stacy Hart first; DEIA-strategy or ERG questions go to Robert Arnau.
Update history
- 2026-05-06 — Per EOHHS ODEIA restructuring, ADA Coordinator role assigned to Stacy Hart; Robert Arnau added as DEIA Manager. Together they form MassAbility's Designated Agency Support Team primary leads.
- 2026-05-04 — Previous listing: Alicia S. Ingraham as Agency ADA Coordinator (
alicia.ingraham@mass.gov, (617) 204-3652). Could not be corroborated against the MOD directory because MassAbility had not been re-listed since the Sept 2024 MRC→MassAbility rebrand.
⚠ MOD directory cross-check (2026-05-06): Stacy Hart is present in the March 10, 2026 MOD ADA Coordinator CSV (
ada-coordinator-listing-2026-03-10.csv, line 52) — but listed under Department of Public Health (DPH), not MassAbility, with phone (857) 274-1120 and scope "Employees and the public". This corroborates her as a real EOHHS-internal ADA Coordinator and is consistent with the EOHHS ODEIA cross-assigning her to MassAbility under the new Designated Agency Support Team structure. Robert Arnau does not appear in the MOD CSV — DEIA Manager is a program role, not the EO-592 ADA Coordinator role MOD tracks.Of the 12 EOHHS sub-agencies in MOD (DCF, DDS-Dev, DMH, DPH, DTA, DYS, EOAI, EOHHS umbrella, MCB, MCDHH, MassHealth, ORI), MassAbility is still missing post-rebrand. Steward research starting at the MOD lookup page won't find Stacy Hart under MassAbility yet — they'd need to know to look under DPH or to use this contacts file. Recommended action: someone with MassAbility internal access should email MOD@mass.gov requesting (1) re-listing of MassAbility as a separate agency, and (2) adding Stacy Hart's MassAbility assignment to her existing entry.
